Choosing the top software development company in Dubai depends on what you’re building, not on a single ranking. A bank replacing an old document system needs a different partner than a founder shipping an AI app. So we compared 10 firms on three checkable points: live work, AI evidence and listed offices.
You’ll also see how AI has changed the market, what development costs and which warning signs matter. We’re CodersBucket, a software development company, and we’re one of the 10 firms listed. We don’t state a Dubai office, and our entry says so.
You’ll get a comparison table first, then a short profile of each firm.

What Makes a Top Software Development Company in Dubai?

A top software development company in Dubai shows live work, real AI delivery and clear team details. We used five criteria to build this list:
- Live work: Can you open a product or read a detailed, named case study?
- AI evidence: Has the firm shipped an AI feature, or does it only list the service?
- Team transparency: Does it state its offices and where its engineers work?
- UAE product fit: Can it handle Arabic, right-to-left layouts and local integrations such as UAE Pass?
- Client reviews: Do Clutch reviews describe projects similar to yours?
CodersBucket appears first because this is our article, so weigh our entry with that in mind. The other firms follow by how much public proof we could check. Neither order is a quality score.
10 Top Software Development Companies in Dubai
These 10 firms cover consumer apps, enterprise systems, AI products and government-style portals. Each entry names one public example, then explains what you should still verify.
1. CodersBucket

Best for startups and SMEs that want an offshore AI, SaaS or custom build team. CodersBucket is the team behind this article. We build custom software and mobile apps, SaaS platforms and AI-powered applications.
Our homepage lists Bangladesh and US contact numbers, and it states no Dubai office. So you’d work with us as an offshore partner, not a local vendor.
You can open GymCity, a gym management platform we built for owners and managers. It covers member records, payments and classes.
Simply Eloped, a wedding marketplace, is another public project from our portfolio.
Our AI work includes RyoGen, an education matching product.
We also handle Shopify, WordPress and DevOps work. You can review more projects in our case studies.
2. Apptunix

Best for consumer apps and multi-sided delivery platforms. Apptunix is a mobile app development company in Dubai with an office at Dubai World Trade Centre. Clutch also lists locations in Mohali and New York.
Its clearest local example is Expo City Eats, a food delivery platform for Expo City Dubai. Apptunix built user and driver apps, plus merchant, dispatcher and admin panels. The platform uses native Kotlin and Swift apps, with a Node.js backend on AWS.
You can check the live App Store listing, which names Expo City Dubai L.L.C as the seller.
AI makes up 20% of its service mix on Clutch. Its site offers features such as Arabic voice ordering and automated courier dispatch. Ask which ones already run in production.
Clutch shows 4.5 from 94 reviews, a rate of 25-49 per hour and a $10,000 minimum. Its site also shows ISO 27001 and ISO 9001 certifications.
3. Blink22

Best for product teams that want a Dubai-headquartered mobile and AI partner. Blink22 lists its headquarters at Parklane Tower in Business Bay. It also lists offices in Alexandria and Doha.
Its own products appear on its Google Play developer page, including Fajr and Jusoor AE. Those listings make its mobile work easy to inspect before a sales call.
AI makes up 40% of its service mix on Clutch. In one healthcare review, a client describes added AI features and a rebuilt React frontend. The client also reports a 20-fold rise in app usage.
Clutch names Salik and Careem among its clients. It shows 4.9 from 39 reviews, 50-99 per hour and a $25,000 minimum. Reviews there also cover UX design, QA testing and staff augmentation.
4. DeviceBee

Best for restaurant, retail and consumer apps. DeviceBee is based in Dubai Outsource City and credits itself with the Wingstop mobile app. Its case studies page also lists work for Mubadala and LG Electronics Gulf.
You can check the live Wingstop UAE listing on the App Store. The seller is Eureka Restaurant & Cafe L.L.C, so DeviceBee is the credited builder, not the owner. Other listed projects include Fesilah, a plant care app, and Gear, a car rental app.
AI isn’t its main public strength. DeviceBee lists chatbot and conversational interface development, but we didn’t find a shipped AI product. Ask for one if AI sits at the center of your project.
Clutch shows 4.7 from 24 reviews, 50-99 per hour and a $10,000 minimum. It also lists offices in Lahore, San Francisco and Kuwait.
5. Control Shift

Best for AI-first startups and Dubai proptech. Control Shift describes itself as a Dubai-based software development and AI engineering company. Its project page mixes UAE and international work, including BarberGo and Salamah Drivers.
The standout example is Hayy.AI, an AI-first property search platform for Dubai. Users describe what they want in plain language, such as a dog-friendly villa with a pool in Jumeirah.
According to the Hayy.AI case study, the team used Next.js, Python and Node.js. It also built scrapers that filter stale and duplicate listings. Its project page also lists NxVoy, an AI travel companion.
We didn’t confirm Clutch data or a street address for this firm. So ask for client references and team details early.
6. Daffodil Software

Best for banks and enterprises modernizing document-heavy workflows. Daffodil Software lists a Dubai office in Clover Bay Tower, Business Bay, plus offices in Delaware and Gurugram. Clutch lists only Gurugram, so confirm who would run your project.
Its strongest UAE example is a document management system for First Abu Dhabi Bank. The team upgraded Documentum and Captiva, automated about 150 processes and built a disaster recovery site. You can’t open this system publicly because it’s internal.
Its Dubai page also lists a gold trading app and an IoT fleet management platform for UAE clients.
For AI, Daffodil offers AI agent development with role-based access, human approval workflows and audit logs. The page names no agentic case study, so ask for a production example.
Clutch shows 4.6 from 88 reviews, 25-49 per hour and a $10,000 minimum. AI makes up 20% of its service mix there.
7. Fingent

Best for mid-size and enterprise portals and workflow software. Fingent lists a Dubai office in the Dubai Silicon Oasis HQ Building. Clutch places its headquarters in White Plains, New York, with other offices in Kochi and Melbourne.
One public example is a self-service portal for NEC Financial Services. Customers can make payments, view invoices and manage contracts. NEC is a US client, so ask for UAE references if local experience matters.
Fingent lists agentic AI, conversational assistants and intelligent document processing among its services. AI makes up 30% of its service mix on Clutch. Its team models include offshore development centers and on-demand staff augmentation.
Clutch shows 4.9 from 66 reviews, 25 to 49 per hour and a $25,000 minimum. Clients named there include Mastercard, Sony and PwC.
8. SilwaTech

Best for government-style portals with Arabic and English content. SilwaTech says it’s headquartered in Dubai, with an engineering centre in India. That’s the kind of clarity you should ask every vendor for.
Its Dubai Chambers case study covers Liferay portal support, API integrations and Arabic and English layouts. Delivery ran from its India development centre, with direct coordination with the client’s teams.
On AI, its Talk to Data case study shows a natural-language analytics platform for ERP data. The model reads the database structure, never the underlying records. A SilwaTech partner network company delivered that project.
Its homepage also lists generative AI, vector search and responsible AI practices for regulated environments.
Most of its case study clients stay unnamed under confidentiality agreements. So ask whether references are available under an NDA. We didn’t confirm Clutch data for this firm.
9. Hai Technologies

Best for SMEs that need ERP, marketplaces or SaaS. Hai Technologies says it has operated since 2010 and lists locations in Dubai and Texas. Its project page includes the ZERP business center ERP, Deira Market and Property.co.ae.
Other listed projects cover e-learning, concert ticketing and home maintenance booking.
The easiest example to open is Bravo, its own email marketing and automation SaaS. Bravo offers drip sequences, open and click tracking, and bring-your-own SMTP sending.
Hai describes Bravo as AI-orchestrated, but the product page shows little AI detail. Ask for a demo of the AI layer before you treat it as AI proof.
The project page reports no measured results per project, so request them directly. Also confirm the current address, since its pages mention both Dubai Digital Park and Business Bay. We didn’t confirm Clutch data for this firm.
10. Branex

Best for design-led websites, ecommerce and apps for SMEs. Branex lists its office at Mazaya Business Avenue in Jumeirah Lakes Towers. Web design makes up 50% of its service mix on Clutch, followed by ecommerce at 35%.
Its mobile services cover iOS, Android, Flutter and React Native.
Its Soughas case study describes a website and mobile app for the Federal Authority for Identity and Citizenship. Government employees can browse offers, filter them by vicinity and redeem loyalty points. The page gives no live link, so ask Branex for one.
AI is the weak spot here. Branex mentions AI and machine learning features for mobile apps, but we found no standalone AI service. It fits best when design and web delivery come first.
Clutch shows 4.8 from 22 reviews, 25-49 per hour and a $5,000 minimum. Reviewers there include Sharjah Sports Club, which hired Branex for a website.
How Has AI Changed Software Development in Dubai?

AI has changed what vendors must prove: shipped agents, reviewed code and sound data governance. Your users may already expect it. Microsoft’s Q1 2026 data shows 70.1% of the UAE’s working-age population using generative AI, against 17.8% globally.
Buyers Want Agents, Not Only Chatbots
Demand is moving from chat windows to agentic AI, meaning software that completes tasks with limited human input. Dubai launched a two-year private-sector programme in May 2026 with training, incubators and dedicated funds.
Its executive plan targets support for 295,000 companies, 100 specialized AI assistants and 50 agentic AI firms.
The UAE aims to move 50% of federal sectors, services and operations to agentic AI within two years.
Agent projects can still fail. TNW cites Gartner’s forecast that over 40% of agentic AI projects face cancellation by the end of 2027.
So an AI development company in Dubai should start small. Look for one workflow, one success measure and one human review step. Our page on AI-powered applications and automation covers the kinds of systems involved.
Need a specialist rather than a general software firm? You can also compare these top AI development companies.
Faster Code Needs Stronger Review
AI coding tools are now routine, but trust in their output remains limited. In the 2026 Stack Overflow survey, 66% of respondents use coding assistants or agents. Only 6.6% would trust AI for important decisions.
The 2025 DORA report found nearly 90% of technology professionals use AI at work. It also found delivery instability still rising, and it says AI magnifies an organization’s existing strengths and weaknesses.
Ask each vendor who reviews AI-written code and how they test it. Also ask what client data may enter AI tools. Our walkthrough of an internal AI agent with n8n, Qdrant and Slack shows one practical build.
Governance Now Shapes the Build
UAE data rules deserve early attention because they can affect hosting, logging and vendor contracts. The PDPL, the UAE’s federal data protection law, is in force.
CMS reported its implementing regulations were still unissued on October 15, 2026. Companies get six months to comply once they’re published.
The same update covers a federal AI and Data Authority approved in June 2026. It also covers DIFC Regulation 10 for autonomous systems and Central Bank AI guidance from February 2026. Check your own obligations with a lawyer, because this article isn’t legal advice.
How Do You Choose the Right Software Partner?
Choose the partner that passes six checks for your project, not the one with the longest service list. Many IT companies in Dubai advertise similar services, so test the proof instead:
- Open a live product. Use it on a phone, then ask what the vendor built and who owns it.
- Ask for one shipped AI feature. Find out what it does, how it’s measured and who reviews its output.
- Ask where the engineers sit. An office shows where a firm can meet you, not where your team works.
- Test Arabic support. Right-to-left layouts affect navigation, forms, dates and typography, so review real screens.
- Check local integrations. Ask for a comparable build if you need UAE Pass or a local payment gateway.
- Confirm ownership and support. Your contract should cover source code, handover, maintenance and exit terms.
Your team model matters too. An offshore development team can suit a product that needs steady capacity. A local vendor may suit projects with frequent in-person workshops.
Older systems add another step. Ask for a platform modernization plan covering data migration, rollback and phased releases before you compare quotes.
How Much Does Software Development Cost in Dubai?
Clutch rates for the firms we checked run 25-99 per hour, with project minimums of 5,000-25,000. Those figures won’t give you a final budget, because scope, seniority, integrations and support all change the price. For one reference point, Clutch’s summary for Blink22 puts typical app projects at 50,000-300,000.
Pricing also depends on how you buy the work:
- Fixed price suits a clear scope that’s unlikely to change.
- Time and materials suits requirements that will evolve during delivery.
- A dedicated team suits ongoing product work that needs steady capacity.
Ask any custom software development company in Dubai to itemize design, build, testing, AI usage and support. That makes two proposals far easier to compare.
Starting small can also limit risk. MVP and SaaS development lets you test one core workflow before funding the full product.
What Should You Check Before Choosing a Development Partner?

Before signing with a development company, take a closer look at its experience, AI capabilities, team structure and code ownership. Asking a few direct questions early can help you avoid problems later.
- Logos with no live work: A client logo doesn’t show what the vendor actually built. Ask for a link or a detailed case study.
- “AI-powered” with no named feature: Ask to see the feature, its data source and its human review step.
- No named team: Ask who’ll lead delivery, who writes the code and what happens if they leave.
- Vague code ownership: Get source code transfer and repository access in writing before work starts.
Perfect metrics deserve a second look too. A claim like 100% accuracy needs a definition, a time period and a source.
Final Thoughts
The top software development company in Dubai is the one whose proof matches your project. Use the table to build a shortlist, then test each firm’s live work, AI delivery and team details. Treat Clutch rates as a starting point, not a quote.
If you’d like a second opinion on scope or team setup, you’re welcome to talk with CodersBucket. We can walk through your goals, timeline and technical options.
Frequently Asked Questions
What is the best software development company in Dubai?
The best software development company in Dubai depends on your project. Apptunix fits delivery apps, Daffodil fits bank workflows and Control Shift fits AI-first proptech. No independent test crowns one winner, so compare live work and references for your use case.
Do you need a software partner with a Dubai office?
No, you don’t need one for every project. A Dubai office helps with in-person workshops and local relationships. Many software development companies in UAE also rely on teams elsewhere, so ask where your engineers will work.
Do software companies in Dubai use AI to write code?
Many probably do, since AI coding tools are now common worldwide. Don’t assume every vendor uses them the same way. Ask which tools the team uses, who reviews the output and whether your code enters third-party systems.
Does the UAE PDPL apply to custom software?
The UAE PDPL can apply when your software processes personal data linked to the UAE. DIFC and ADGM have their own data protection rules, and some sectors carry extra requirements. Ask a lawyer to confirm which rules cover your product.
Who owns the source code after a project ends?
Your contract decides who owns the source code, so don’t leave it to assumption. Ask for a written IP assignment, repository access, documentation and clear termination terms before kickoff. A lawyer should review those terms for larger projects.
